The Regional Economic Community Action Program, Inc. (RECAP) has been a cornerstone of support in Orange County, New York, since 1965, dedicated to empowering individuals and communities to overcome poverty, racism, and social injustice. As the county’s designated anti-poverty agency, RECAP provides an extensive range of health and human services designed to help individuals achieve self-sufficiency and stability. Their programs serve some of the most vulnerable populations, including seniors, veterans, children, and families affected by homelessness, hunger, domestic violence, or substance use disorders.
RECAP offers comprehensive programs that address housing, education, health, and community well-being. These include permanent supportive housing, Head Start early education for children ages 3–5, and Healthy Homes initiatives such as weatherization and energy assistance through the Orange County Fuel Fund. The organization also provides case management, advocacy, and nutrition services that tackle the social determinants of health. Through community safety and engagement programs, including parole re-entry and anti-gun violence initiatives, RECAP supports individuals transitioning from incarceration and promotes safer neighborhoods.
For those struggling with substance use, RECAP operates OASAS-licensed residential and non-residential treatment programs focused on recovery, behavioral health, and emotional regulation—services that often include anger management and coping skills training. As RECAP celebrates its 60th anniversary, it continues to uphold its mission of collaboration, advocacy, and empowerment, fostering healthier, more equitable communities across the Hudson Valley.
